Second Phase of Public Sector Restructuring Program
• Based on success and experience gained from PSRP-I, the State Government had taken a policy level
decision to push through PSRP-II by enlarging the scope of Phase-I. During PSRP-II, all the PSUs as well as
Joint Sector Companies were covered. Government's Policy Resolution in this regard was issued on
22nd September, 2004.
• State Government had constituted an "Expert Committee" of independent experts to examine the cases
of PSU restructuring. The Committee was headed by Shri Hasmukh Shah, and other Members were
Prof. Ravindra Dholakia, IIMA, Shri Pradip Shah, Chairman, IndAsia Fund Advisor Pvt. Ltd., Mumbai,
Shri K. V. Bhanujan, Retired IAS, and Secretary (BPE), Finance Department was the Member Secretary of
the EC. The Committee was empowered to take assistance of professional consultants/advisors to
conduct the exercise and come out with concrete recommendations.
• During February-2004, in the first phase, the State Government had referred a list of 13 PSU to the
‘Expert Committee’ for PSU restructuring study. The Committee had already submitted reports on 7
PSUs. The Expert Committee had recommended closure of 2 PSUs, disinvestment in 3 PSUs and merger
of these 2 PSUs. These reports are under consideration of the Government.
• Apart form above, GoG has recently completed the process of 100% disinvestment in Alcock
Ashdown Gujarat Ltd. Government could not succeed in the process. |
