The Modified Budget Estimates for the year 2002-2003 shows total estimated revenue of Rs. 29369.39 crore. The Revenue Receipts will be Rs. 18694.95 crore whereas the Capital Receipts will be Rs. 9928.14 crore which also includes the loans to be received from the World Bank and the Asian Development Bank.

1. The total estimated expenditure against the total estimated receipts will be Rs. 29724.71 crores, out of which the total revenue expenditure has been estimated to Rs. 24165.06 crore. An amount of Rs. 2036 crore has been estimated as Non-Plan expenditure towards earthquake relief. Moreover, provision of Rs. 1317.37 core for the payment of Agricultural subsidy in accordance with the award of the Electricity Regulatory Commission has been made.

2. The capital expenditure includes a plan lprovision of Rs. 1317.37 croe for meeting the expenditure due to earthquake. The total Plan and Non-Plan provisions for this purpose of relief to earthquake will be Rs. 3353.37 crore. Considering the asistance to be received from World Bank and the Asian Development Bank, the State Government has provided Rs. 1317.37 crore as Plan expenditure and Rs. 1730 crore as Non-Plan expenditure under the Head of Gujarat Disaster Management Authority. Besides this, the State Government has provided Rs. 20 Crore for Agriculture, Rs. 226 crore for Industrial Relief, Rs. 10 crore for Tourism sector and Rs. 50 crore for other uncovered sectors from other sources of the Government.

3. It has been planned to issue Tax free Bonds to the tune of Rs. 800 crore in order to meet the quake related expenditure.

4. A provision of Rs. 208.00 crore has been made for the overall development of Tribal people in various fields under New Gujarat Pattern. Besides this, a provision of Rs. 19.25 core for the schemes having intention of the upliftment and development of the tribal people.

5. Gujarat has been passing through hard time due to drought/excessive rain for past few years. A provision of Rs. 404.13 crore has been made to ensure that relief works are not hampered due to lack of adequate financial provision.

6. The Net State Domestic Production (NSDP) is expected to increase to Rs. 106506 crore in the year 2002-2003 as compared to Rs. 99722 crore in the year 2001-2002.

7. With a view to appointing five types of Grammitras – Grammitra Krushi,Grammitra Shikshan, Grammitra Aarogya and Grammitra Gram Vikas under Panch Grammitra Yojana, the State Government has made a provision of Rs. 60 crore.

8. A planning of implementing the scheme through of Ferry Service between Ghogaha – a coastal port of Saurashtra and Dahej-Suvali of South Gujarat by considering the traffic between Saurashtra and  South Gujarat through private sector.

9. A provision of Rs. 3 crore under Vidhya Laxmi Yojana for promoting girl’s education. Under this, a scheme of providing Rs. 1000 in the form of a bond to 30000 girls of 1000 villages which are extremely backward in girls’ education for encouraging girls education.

10. A planning of appointing honorily leading citizens of public life as Lok Sampark Adhikari for meeting them a link between the Government and the Public and appointing honorarily social and aware citizens as Green Guards for the protection of Forests and Environment.

11. Ordinances have been issued for the creation of separate Department for Women and Child Development as Secretariat for overall development of women and integrated development of children and for the creation of Women’s commission with a view to maintaining security status and pride of women and speeding every fields of their life. It has been resolved to give status of law to this Ordinance and to make it functional.

12. A provision of Rs. 1 crore for developing Vadnagar of Mehsana district as a city of cultural heritage with the assistance of Government of India.

13. A provision of Rs. 3.50 crore for construction check dams over Hathmati and Mazam rivers in North Gujarat, and weir over river Sabarmati at Gandhinagar.

14. A planning of Rs. 24.84 crore for 10000 check-dams under “Sardar Patel Sahabhagi Jalsanchay Yojana” a  never before medium of people’s participation which shown new path to whole nation by providing permanent solution of problem of water shortage in State.

15. A provision of Rs. 332 crore for providing drinking water from Narmada canal to villages and cities of North Gujarat like Kadi-Kalol, Mehsana-Bahucharaji and Chanasma talukas.

16. A provision of Rs. 59.81 crore has been made in the budget of the State under Pradhanmantri Gram Sadak Yojana.

17. A Planning of Rs. 2400 crore for the completion of improvement work for the importanant roads of State with the length of 1800 kms. In five years with the aid of World Bank. Allotment of huge amount of Rs. 400 crore for this.

18. A planning for starting agro polyclinic for the diagnosis and control of disease-insects in agricultural crops.

19. Under khedut Akasmat Vima Yojana, increase into an insurance cover from Rs. 50000 to Rs. 100000 to all 37.81 lakhs farmers, landholders of the State.

20. A Planning of Rs. 1.50 crore for starting project for Bio-fertilizer and Biopesticides in joint sector at Vadodara.

21. A Planning of construction of new 20 Veterinary dispensaries and Veterninary polyclinics.

22. A planning of Rs. 13 crore for developing and strengthening cooperative agencies.

23. For achieving the target of universalisation of primary education, a planning for a primary school in every 1 km. of area.

24. A planning of more 10100 Vidhyasahayakas in the year 2002-2003.

25. A planning of 2022 rooms in the year 2002-2003 to cope with the year long shortage of rooms in primary shcools and 22200 sanitation complexes for the girls.

26. A planning for providing insurance cover to all 114 lakh boys/girls students ranging from Standard I to graduate under Vidhyadip Yojana.

27. A planning of Rs. 67.78 crore for the establishment of export-oriendted approved park near Sachin of Surat and at Ahmedabad and for the upgradation of technology of power loom industry.

28. A provision of Rs. 8 crore under ‘Antyodaya Ann Yojana’ for distribution of wheat/rice to 3.25 lakh extremely poor people as well as provision of Rs. 96 crore for providing wheat/rice to 33.35 lakh poor families and a provision of Rs. 15 crore for distribution of edible oil.

29. A planning to increase 20 seats in each six hospitals of the State under nursing programme.

30. A planning of construction of Blood Bank of Savarkundala and Dharampur, expansion of hospital at Santrampur, Burns’Ward at Navsari and emergency service Block at Dahod.

31. A provision of Rs. 1.25 crore for construction of maternity home under Family Welfare Programme.

32. A planning for establishment of power station with the capacity  of 106 MW at Dhuvaran by Gujarat State Electricity Corporation.

33. For the overall development of Developing Castes, a benefit of scholarship to more than 23 lakh students, financial assistance to 6367 individuals for self-employment, and a cycle, free of charge to 78000 girls students of Socially and Educationally Backward Classes studying in Standard-VIII will be given. It has also been considered to provide cycles to the needy girls of the other remaining classes.

34. Under Dr. Savitaben Ambedkar Yojana, a provision of Rs. 60 lakh for the scheme of providing assistance of Rs. 50000 to 120 newly married couples for inter-caste marriages.

35. A provision of Rs. 250 crore for Sainik School at Shamlaji with the assistance of Rs. 50000 to the youth of Tribal areas to join the army and to enables them to get higher positions in Armed Forces.

36. A provision of Rs. 193.30 crore for the planning of constructions of 48000 residences of landless agricultural labourers and rural artisans under Sardar Patel Awas Yojana by providing them a free house site plot.

37. Planning to construct Shram Bhavan at Gandhinagar, a Labour Court at Kalol, and to start a new Labour Court at Dahodf.

38. A provision of Rs. 50 lakh for the welfare of salt work and border areas under Border Area Development Programme.

39. Planning to establish courts of Civil Judge (Senior Division) at Jamkhambhalia, and Deesa as well as curts of Senior Judge (Junior Division) at Jamjodhpur (Vav-Shihor, Pavi-jetput and Gariadhar with a provision of Rs. 86 lakhs.

40. Planning to provide transport facility along with modern gadgets for communication and weapons to the police Force under the Scheme for modernization of Police Force with the assistance of the Government of India, with the provision of Rs.127.44 crore.

41. Planning to constitute Lok Prahari set up in 6 district under Lok Prahari Scheme for the implementation of citizen charter with a provision of Rs. 35 lakh.

42. Provision of Rs. 13 crores to attract tourists of other States and abroad through activities related to Eco, Canal, Rural Adventure, Beach and Coastal tourism.

43. Planning to provide assiatance up to Rs. 20,000 to every tourist of Gujarat who undertake the very difficult pilgrimate of Kailas Man Sarovar and also to provide insurance cover of Rs. 1,00,000  to every pilgrim of Gujarat undertaking the pilgrimage of Amarnath.

44. Planning to develop different airports and air strips and construct helipads in the State with a provision of Rs. 4 crore.
